With regards to unilateral coercive measures, although many reports have been released by the UN Secretary General and also the High Commissioner for Human Rights on the negative impacts of sanctions on the human rights of citizens of target country and a scientific workshop held in the Human Rights Council and a comprehensive report compiled by the Human Rights Council Consultative Committee, but the focal point of this development in this four-decade process is the appointment of a special rapporteur by the Human Rights Council for specialised investigation of the subject, and provision of violation cases reports and finding solutions for the reduction of the impacts of unilateral coercive measures.
Highlighting the deep-rooted problems and grievances within the international system and in order to ensure multilateralism, mutual respect and the peaceful settlement of disputes, the Human Rights Council decided to create the mandate for the Special Rapporteur who is also mandated with submission of regular reports to the UN Human Rights Council and General Assembly discussing the adverse impacts of UCMs on Human Rights.
This was realised in 2014 with Human Rights Council Resolution A/HRC/RES/27/21 and ultimately in May 2015 with the start of Mr. Idriss Jazairy’s mandate as the first special rapporteur on the negative impact of unilateral coercive measures on the enjoyment of human rights, it came to fruition.
It must be said that since the beginning of the Special Rapporteur’s mandate to-date 8 reports have been submitted by the Rapporteur to the Human Rights Council. Also since 2016 the Special Rapporteur made visits to Sudan, Syria, Russia and European Union.
In this article we numerate the reports submitted to the Human Rights Council by the special rapporteure and secretary general.
